Gentrification, Jubilee, and Justice Housing: Implications for Seniors and Aging in Place

Abstract

Since its inception, the Housing Production Trust Fund (HPTF) has been used as a powerful tool to preserve and protect affordable housing in the District of Columbia, with over 10,000 affordable housing units developed using its funds . As DC’s FY 2020 budget plans to invest $16 million more in the HPTF , this impact is only going to grow. As investments in the HPTF expand, some have argued to prioritize its funds to maximize the number of affordable housing units located in the city. This is an important and well-intentioned goal. However, equally important is ensuring that all residents are able to live in high-resource and opportunity-rich areas of our city to ensure that every resident has an equal opportunity to thrive.
